Dark Side of Power Industry

Summers came and hit us with the same intensity as always. But what if you are assured of a 24 hour continuous power supply, will the situation be better by that? Full-time running AC's will definitely add to the comfort level. And unfortunately for we Indians, this is just too much to ask for.
The current condition is so worse that many residential areas of even the capital city receive power for less than 15 hours on an extremely hot day. I will not even talk about the villages and all the places which are yet to be considered under the government's 5 year plans for electrification.
The noticeably part about the whole power sector is, on paper they show only 15% deficiency. Which is calculated on the basis of percentage of total demand and total generation. This 15% mean that every household connected should get at least 20 hours of electrification. yea, it looks like a dream.
So, where does all the generated power go? If energy is been created, it is to be utilized. But some laws of physics just don't work in countries like India. The loop hole here is the Transmission and Distribution losses. which is around 30% in our country which is very high as compare to other countries. 
This is what recently drawn my attention, how it can be so high in here but nowhere else & more importantly how it can be improved. By assuming some simple reasons i even started to think of the ways by which the losses can be resolved and that's exactly when i got to know political angle here. I got to realize that Gujrat has a very low figures of such losses as compare to U.P and it was obvious then. The losses are actually not all losses but simple power stealing which has to be considered in losses.
Many tribal areas which have been electrified don't pay bills, infact no one has the courage to go their and ask them to pay the bill. One such example is Mewat district of Haryana. People dont pay bills and that's how it has been over the years.
Over these difficult people, we have our MLA and other any member who is some how associated with the power, from a line man to the officers all use electricity for free in some regions. Losses actually depend upon the opportunities, opportunities to the people in power to use it for free and add the loss. 
All i can conclude on the basis of the information i got to have from few reliable sources is " This in India & you have to adjust".
